HR People, Training & Resourcing Manager

Location: Glenrothes, Office-based / Hybrid
Reporting to: Head of Operations

About Us

Industrial Roofing Scotland has been delivering commercial and industrial roofing and cladding services across Scotland and the wider UK since 2013. Based at Lomond Business Park in Glenrothes, we work with factories, warehouses, and commercial property owners on everything from roofing repairs and maintenance through to full re-roofing, re-cladding, and design-and-build projects. We’re a tight, professional team and we take how we work seriously.

The Role

You will be responsible for ensuring the business has the right people, with the right skills, in the right place, at the right time—every day.

You will be responsible for controlling how labour is deployed across live projects in a constantly changing environment. Plans will change daily—your job is to maintain control and keep delivery on track.

Key Responsibilities

1. People & HR Leadership

• Act as the central point of contact for all HR matters across office and site teams
• Lead recruitment, onboarding, and employee lifecycle processes
• Ensure compliance with employment law, policies, and internal standards
• Support managers with employee relations, performance issues, and development

2. Workforce Planning & Live Resourcing Control (Core to the Role)

• Build and maintain a rolling labour forecast aligned to the project pipeline
• Translate project demand into clear, forward-looking resource plans by job, squad, and skillset
• Own and manage the short-term allocation of people to projects, ensuring coverage at all times
• Continuously adjust plans in response to:
• Project overruns or early completions
• Changes in customer availability
• Scope changes
• Weather impacts
• Absence and sickness
• Work daily with Operations, Project Managers, and Commercial teams to rebalance resources in real time
• Maintain visibility of labour coverage vs project plan as a core performance metric

3. Training & Capability Development

• Own and develop the company training matrix across all roles
• Ensure mandatory and safety-critical training is planned and delivered
• Align training plans with future workload and skills demand
• Support development pathways, apprenticeships, and succession planning

4. Performance & Engagement

• Drive consistent performance management and appraisal processes
• Support managers with improvement plans and development conversations
• Lead employee engagement, wellbeing, and retention initiatives

5. Systems, Process & Data

• Use systems (e.g. Monday.com) to create a single source of truth for people, skills, and availability
• Improve planning accuracy through better data, forecasting, and reporting
• Contribute to process standardisation and continuous improvement initiatives

Experience & Skills

• Experience in HR, workforce planning, or operations coordination
• Strong organisational and prioritisation ability in a fast-moving environment
• Confident communicator across all levels of the business
• Experience working with planning systems or project-based environments
• Understanding of employment law and HR best practice
• Experience in a construction, engineering or similar environment is desirable
• CIPD Level 5 or equivalent is desirable or working towards
